Need suggestions ASAP

I am the President of our PTO and over the winter break everything went into a tizzy and e-mails were flying. It turned into personal issues instead of the PTO issues at hand. To make a long story short; at the last meeting, I had an agenda that was not followed. (I e-mailed it to all officers and both principals.) Things that were on the ballot vote were changed, 2 people present were not members, which made their votes void (states in bylaws) and 2; yes 2, of the officers resigned, after I adjourned the meeting. The Treasurer and the Secretary, which also pretty much ran the meeting with all their suggestions.

Should this meeting be null and void, and until the offices are filled should all business and spending of funds, of the PTO be put on hold?

Should the resignations be voted and accepted at the next meeting?
Are all Ballot Votes null and void?

There was one request that was on a PTO Request form that was done by the bylaws, some were presented by the Ele. Principal and the Jr.High/HS needs were just discussed. ALL school needs that were brought to the PTO were to be discussed then voted on at the next meeting, as per the agenda.

I feel that the one request (requester was present and a paid member) that was within the bylaws should be carried out (this request was a stand alone ballot vote). In the bylaws it states that the requester must be present to make a request.

This is also a Pre-K - 12th Grade PTO. I felt like I had no control, and if I did speak up, others talked over me. This is the first time this has happened. The Treasurer was changing all ballot votes verbally before the voting occurred. We do have bylaws and we also go by Robert's Rule of Order but with so much chaos, I really need some advice. RRoO is very confusing at times. Our bylaws have been in effect for almost 2 years so this is all very new to all of us.
