Question: By Laws

Does the person running for a position on PTO have to be a Parent or Teacher. The person running against me is neither. I am a parent and the current PTO president.

Check your bylaws. There are two places to look at -- one is what the bylaws say about who can run for office (possibly "any member in good standing"). The other place is who is considered a member (possibly anyone who pays dues, but it might also say membership is limited to people with a child in the school -- in which case the person running against you would not be eligible.)
