Hmmm...interesting question. Technically speaking it's not so much that the president doesn't vote unless there's a tie. It's that the person presiding over the meeting doesn't vote unless there's a tie. The idea is that you want the person who is overseeing the discussion on an issue to be -- or at least appear to be -- impartial. So in that case, whichever copresident doesn't preside at the meeting gets to vote at the same time as everybody else, while the copresident who runs the meeting remains impartial until her vote is needed to break a tie. Practically speaking, I'd be tempted to just let everybody vote at the same time and dispense with that formality.
