Question: do the by laws for a PTO have to be approved or looked at by an attorney?

We are a new school, we have written a set of by laws for our PTO. Does an attorney have to approve them, or can we just keep a copy in the PTO file?

You don't need an attorney to write or approve bylaws. In fact, it's best to write bylaws in plain language rather than legalese, so going forward everyone will understand what they mean. Keep the bylaws in a permanent file, but also make copies and distribute them to new officers each year. You can avoid lots of confusion about "how things are done" or what's OK and what's not by making sure your leaders know the bylaws from the start.
