lharac writes:The short answer is it depends on your PTO's bylaws—how is "voting member" defined? The longer answer is, if I am a dues-paying member of an organization I sure hope my vote counts at a general meeting. But, there are certainly issues that would be put to a vote at a board meeting rather than a general meeting, and therefore only board members would get a vote even if non-board members happen to be at the meeting.
