I wouldn't spend too much time making sure that letter is perfect. I'd likely mail it, email it and fax it. Wouldn't FedEx it or the like by any means.
If they say "you can't leave because your letter wasn't technically correct"... well, that would be kind of ludicrous.

Do you normally pay for ads in the paper for your meetings? If no, then you don't need to do that here. Sufficient to make the notice of this meeting the same way you make notice of all your events and meetings.
Question: where are you in process? Has it already been decided and executed? Or are you contemplating the change? Different letter, depending....

we are in the beginnign stages, we know this is what we want to do, i will contact our regional pta person and run an ad in the paper of a meeting to be held 2 weeks after school starts, where we will be taking the official vote to change.
