I would look into whether your mayor, police chief, fire chief, Superintendant of Schools and other local dignitaries, would like to be a part of this. Each can read a book to the kids, while wearing a Suess hat.
We are going to have a reading night in March. It is "Happy Birthday Dr. Suess". We thought the kids could go from station to station and listen to Dr. Seuss books, and have crafts and refreshemnts. I have found a website that had recipes for refreshments from the books, which is cute. Have found a couple of crafts. But this just doesn't seem to have any "kick" to it to draw in families.
I thought about bingo for books, somehow tie it into the whole theme. We are also going to have the bookfair open that night too.
