Similar to JHB's suggestion, I would try the washers but maybe affix them using a few inches of fishing line. This will likely do better than just affixing it to the bottom of the duck itself.
We filled our pond with corn. I saw it at the pumkin patch this year and decided to try it. Just have the person running the pond stir them up occasionally.
Also, call whoever sold you the faulty ducks and ask for a refund. We have some ducks that have been with us for 11 years and they don't have problems doing their job!!!

this was an amusing thread.. I am glad to hear there are other crazy people out there who jump through hoops and persevere through a project.. most normal NON-PTO folks would have said THROW THEM AWAY...

Seriously though, a lot of the inexpensive ducks have those pinholes because they are for squirting water, not necessarily for floating. Some of the best floaters are from an actual carnival supply store such as tinyurl.com/2obyuo
as opposed to the dollar store or even Oriental Trading.
Hi all, I am an advertising sales rep and we do a duck race in Clarksville Tn every year down the River. The business that sponcers it has the same problem. In fact when I met them they had a baby pool outside and were trying to figure out how to make their ducks float...so I found a company that sell "Rubber squeaking toy. Balanced for floating ducks." Their collection is awesome, with little baseball ducks, Patiotic Duck, soccer and football plater ducks.. pretty reasonalbly priced and I would imagine you would only have to purchase 1 batch for your next 100 carnivals...If you need more info shoot me an email at This email address is being protected from spambots. We had this same problem at our church carnival - so we went to Walmart and bought some plastic boats from the baby section. We found some later in the toy section. They worked great! I even saw them at the grocery store.
Wal-mart gets WAY too much free advertising on these message boards - maybe we can hit them up for some PTO donations!
