It is really hard getting parents to care about anything at my son's school. However, I just started rewarding parents with a keychain when their child brings in Box Tops. The keychain is shaped like a t-shirt and has our school name and address on it. The keychains are left over from an event that took place years ago so I didn't have to spend any money.
You could try to get local businesses and restaurants to donate coupons, gift certificates, and merchandise to your cause. That might help get parents involved. You could even have items donated and have a raffle. For every child that brings in Box Tops, their parent or guardian gets entered in the drawing.
You could also have some sort of breakfast event at the school to discuss the importance of the Box Tops program. Good luck!

The best thing you can do is get on the Box Top web site they have a ton of info like what products are on the list. They even have a coupon page that prints great savings off of the items as well. Send a flyer home stating what the Box tops program can do for the school. The more info you can send home the greater the response. Our school has a contest between grades and the top class gets a pizza party, the 2nd and 3rd place class get ice cream and the rest all get ice pops. So really everyone wins a treat for helping out.
