I've never been involved with a spelling bee. My son's last school had a 5th-8th bee but it was run by the 8th grade language arts teacher.
I believe the early rounds were within each classroom and then the top two spellers from each class (40 students in total) were sent to the library for the finals. It was about a one or two week process.
I could be wrong but I believe that if you hope to then send students on to city/county/state competitions then you need to work the whole process through the 'official' agency. This way all students are studying from the same appoved list of words.
