Four-square and hopscotch you can just measure out with masking tape -- that's what we did on our playground. Find another playground to measure, if you want, or have the kids test out what you've got with the tape before you paint.
I'd only go for stencils for a US or world map. We were lucky to have an artistic mom who free-handed in chalk a US map based on a 8x12 kid's puzzle. A few of the shapes aren't quite right, but it's very good. (I noticed one map at another elementary school has no panhandle of Oklahoma, and that was done by "professionals.")
For a lot of the elementary schools in our area, they use a program called Peaceful Playground. They have a lot of differing types of stencils and playground progams for differing costs.

Just jumping in since no parent group leaders have responded. Have you checked out our yellow pages for companies that do this? www.ptotoday.com/yellowpages/
Anyone know where we can get a playground stencil kit (with hopscotch, four-squares, - maybe even basketball!) that we can share in our town that is under $1000?
