We have a large bulletin board located just outside of the cafeteria. It is a centrally located board since the hallway to classrooms comes to an intersection there. We decorate our board for the seasons and post upcoming events. I take a lot of pictures at the school so we always have pictures posted on and around it. The students really love that and now it seems the board gets more attention then ever. We wanted the board to be widely visible - teachers, parents, and students should be able to see it each day.
One thing we've done to encourage people to look at our board is that we use recent pictures of families, teachers, and students which have been taken at PTSO-sponsored events (ice skating day, Read-a-thon, Carnival, End-of-state-testing reward luncheon, etc.) and we print those to use as our bulletin board border. We change out the pic's every few months.
Just starting my role as Pres. but while brainstorming ideas for catching attention of parents, I thought a bulletin board in the entryway would be nice. An area for parents to pin up their business cards, with the caption, "Support fellow Tomcat parents" might do the trick. Hopefully people will take time to browse the board while supporting people with businesses in the community. First I have to get permission for a board!! Wish me luck!
I have wonderful PTO bulletin board ideas using some scrapbooking creativity. I had three boards to do and they are so much more inspirational than many of the boards I've seen. I actually see the kids at school stopping to read and look at them (I must say it's a very gratifying feeling) -- I just went through the process so it took some time. We have a FB page, but after the email I have sent my principal and asst about my frustration (you may have read the post 'stressed') I may be asked to resign and then it won't matter. But if by chance I am around the rest of the year... Can those links be shared via facebook???

Have you thought about finding a way to encourage people to check in with your website (assuming you have one) to get the latest updates. One way to get people to go there more often is to position it as a parenting resources as well and add parenting links.
