Our school does Super Citizen.
Each classroom teacher tracks their students behavior. A student can not flip their card, or older kids, name on board more than three times a month. Those who do not are treated the first week of each month to lunch with the principal, an extra dessert, small prize and during nice weather, extra long recess or if weather does not permit, a movie while the other kids are at lunch. Oops, guess I should have said that their lunch is before everyone elses, they go early. Anyway, the prizes are put out on the table by safety patrol, and the gym teacher draws their name and they go up to the table and select a gift. The gifts are usually small, donated from various places, like toys from happy meals, we donated the small, inexpensive gifts from our Christmas shop, teacher will sometimes send in items. When the town next to us had their toy store at the mall, I would go in after getting our taxes back and hit the clearance sale they had every year and re-stock. I did this out of our family pocket and donated it to the ambassador who runs it. They like the prizes, but also the extra long recess is a hit.
My son had a teacher a couple years ago that had a fifth grade class. She had a few who were super citizen and most were just rowdy. She took tape and divided the room in half. Half super citizen's and the other half not. The super citizen side got first water drink breaks, restroom breaks, lined up first for recess and lunch. They could also set anywhere they wanted as long as they stayed on their side of the room. They were also allowed to move their desks as many times a day they wanted, as long as it was during a break.
