I would suggest contacting one of your local garden clubs. They've always been helpful to us. Your plant sale would be a great community service project for them. They may have good contacts with your local nurseries and they can also help out on sale day. People usually appreciate the garden advice plus it's an opportunity for the garden clubs to market themselves as well. Good luck, what a perfect time of year for this!
We have used a local nursery that offered delivery to the school. Our mums were in two gallon pots so our families got a great deal and a beautiful plant. Again, we could have charged much more than $6, but for some of our fundraisers we like taking the opportunity to offer families a bargain as a thank you for all the fundraising help they offer during the year while still bringing in a few dollars. We have a (student based/volunteer supervised) Beautification Team at our school, so while their are not normally many mums left over, we plant any extras around the school. An idea for next year is to try doing a Pointsettia sale during the holidays. We have had success with this also. We are currently looking in to a hanging plant-bag sale for the spring.
We've had a spring plant sale the days leading up to Mother's Day for years now. Its a great way to get some income late in the school year. EVERY kid wants to buy their mom a flower or plant for Mother's Day!
We use local nursery's. Although we do have flats, we sell more of the 6 pack cells, or small potted flowers than the flats. Also check into hanging plants. Those, although $20-$25. each, sell out before anything else does.
The kids love it and the PTO makes some money.
With any plants you have left over, call you local girl scouts or cub scouts and ask if they would like to help beautify the school. They will gladly come and plant the rest outside the front of your school in the ground, around trees or in large pots (whatever you have).
Although we don't tack on that much extra on top of the cost, we usually profit $1500 a year.

We have done mum sales in the fall. Profits have been about $400-$600. The nursery supplied the mums at a cost of 3.75, and they were sold for $6.00. They could have been sold for more, but we tried to give families a great price and good reason to buy from school instead of local stores. All orders were done in advance and prepaid. I would suggest trying to get some samples to display during the fundraiser. Ours were displayed at the main entrance and created a nice looking display for incoming students and visitors. That seemed to work well when people could acutally see samples/colors of what they were ordering. Getting extras on consignment is a great idea.
