Taxes charged in fundraisers

We are a new PTO board this year. We are coming across a lot of mistakes that have been made in the past. There is this one Mom who runs three fundraisers. Since September we have had nothing but problems from the fundraisers she heads. The biggest problem that we discovered, she runs our book fair that we hold twice a year during Parent/Teacher conference. Our Treasurer asked why our parents were being charged taxes on their orders? The Moms coment was, because we have to. Needless to say the Treasurer came to me and told me this problem. We are a non profit organization and have our certificate. So the treasurer called the book company and explained what her concerns were. Well, they never received our certificate and we have certificates on file going back five years. They have never been produced to the book company. We will be holding another book fair in March and the manager suggested we submit the certificate then and hope that the IRS will not give us any problems. The manager said that he would be more concerned about the parents. Being charged 5 years at least of taxes.we were told that a parent realized what happened, they could file a complaint and we could be shut down. We are all very upset and feel helpless and not sure what to do. I suggested we just leave it till March, not charge tax, supply the book company with the certificate and sit back and see what happens.
As far as the Mom goes, we want to sit down and inform her of the situation she has put us in and bring to her attention all the other issues we have with her other two fundraiers and explain that she will no longer be permitted to run fundraisers.

Anyones suggestions are more than welcomed. Like I said we are a new board and are not sure what to do and I have a feeling this probably doesn't happen often.
