Books are always a great idea, as well as the coloring books & crayons. If you have a dollar store nearby, you could get all three at a dollar a piece (tax-free) and stay within your budget!
google 'pedometer' on the net. lots of companies sell them, some within your budget. gets kids thinking of taking more steps during the day. plus they all love gadgets.

We do books for our Santa gifts. we purchase them during the summer at our local scholatic book sale. This year we spent around $600.00 for alittle over 300 students.
