Our teachers pick and plan the field trips with approval from the principal and PTO as the PTO pays for the trips. Some venues stipulate what the chaperone ratio should be. For our k-3 kids it is usually 1 chaperone per 4 kids.
As for the destinations...it really depends on where you live and what you can get to in a relatively short amount of time.
The chaperone to student ratio that we use is 1 per 50 students. Normally we have over 25 parents going so its not a huge issue for us. We did a field trip to a family fun center that was for all grade levels who reached a certain fundraising goal. We had 50 students who went and we had 26 parents. We are pre-k thru 4 so we had a variety of ages. It was a good place to go because they had ice skating, the tunnel gyms, bowling, 3d movies, laser tag, bumper cars, and video games. Oh, and a virtual roller coaster...very good field trip.
