I really appreciate the support and advise. Having PTO online and available makes things move smoothly. Unfortuanately it 's something we never received by PTA. despite the dues we sent monthly.
Ahhh... common sense meeting PTA bylaw provisions (that are designed 100% to aid the state PTA, as opposed to your group). There are other scenarios where common sense butts heads with the PTA bylaws, too.
My advice: go by the spirit of the rules, just as you are doing. Don't do things that are going to confuse the heck out of (or push away) your general parent populous (the folks you're trying to engage and involve).
If you don't hold an election, the PTA police aren't going to come and get you. If you have no funds and no officers, then the state PTA can either: a) continue to call you a PTA (no big deal to you); or b) call you disbanded.
Either way, you're a PTO as you want to be (a completely separate, new entity that state PTA has no say over whatsoever). And trust me, when the dues stop coming you'll be out in no time anyway.
If you want to be somewhat official, propose a motion or a bylaws change temporarily pushing back your PTA elections this year for a couple of months. Then if your dissolution goes through, the new election will never happen and you'll have some paper back-up. But I don't think that's even necessary.

First of all our group decided we want to change over to pto. I then contact the district and informed them of our decision. I even did what he requested and sent out a letter of our our intent. Hr says accoring to California we muct give them 60 days notice and the association must agree by 2/3 the votes. The association states they want whats best for the kids and many never knew money was going out anyway. The mass majority wants pto...others could care less. I am then told that since this is during the PTA election time, although we intend to change over, we must hold a pta election because it's in the bylaws to have an election. This is because we are told, until the 60 days is up, and the 2/3rd actually votes, we are still considered a PTA. 10 out of 14 board members want to switch. We do not want to hold an election. We feel it's a waste of time. We want to switch over as soon as possible. We are trying to do things right but PTA is making it difficult. After theis last newsletter that will go out in April, there will be no funds in the account. What should we do. We want to procede and start a PTO. Please send advise. We want to ext peacefully.
