How to ax a lousy board member tactfully

Here is the deal. We were a new board last year and we lost one of our members at the end so we have this new girl. At first she seems too good to be true, but then reality sets in............ she was a FRAUD! She is in charge of volunteers and does absolutely nothing! She tells us all in meetings that she is going to copy a reminder about treat bags and they never get done or it's at the last minute and it's too late! It is quite frankly driving me nuts. I just typed up a letter for her to basically "shape up, or ship out". All of our board members joke about how she isn't going to show up or that she won't do what she says. It's starting to make us look bad now to the general membership because she isn't doing her job. I don't have a problem doing the copying, I just feel like it's her job she should do it. Has anyone ever teminated a member before and have some good advice for us? Please help!
