We do a monthly birthday cake--we order a cake and have the names of staff members who have birthdays that month put on it. They really look forward to their monthly cake appearing in the teacher lounge!
If the budget is too tight to order, you could try to recruit some volunteers to take turns making makes throughout the year. We got a list of the staff birthdays from the office staff.
We definitely don't operate on a big budget, so we also do things like save any samples or prizes we get throughout the year and raffle them off during Teacher Appreciation Week.
We have a local flower shop that we are using to send our teachers a rose bud vase and balloons on their birthdays. The ones that fall in the summer I think will get theirs in May before the end of school.
As a new PTA president, I knew our PTA needed to "woo"our teachers back.
So far we have done this:
Made a wrapper for individual microwave popcorn:
Just "popping" in to say hello. We are "bursting" with excitment to be your new PTA Board
Found cheap pretty bug magnets (.08 each in Eckerds drugs) Attached a label that said: Hope you have a great year with the little "buggers"
We have pack of gum labeled with " Let's stick together" and make this a great fundraiser....Teacher will get this when fundraiser stuff is sent home with children.
We found cheap notepads and have attached tags that say It should be noted that we appreciated your help during would walk-a thon. Teacher will get these after our walk-athon scheduled in Oct.

They are totally fun to make. This one isn't mine but the ones I have made I used the balloon ribbon (the skinny paper kind that you curl).
Other ideas:
Coffee/Tea cup and coffee/tea
Videos/DVD
Munchies (popcorn, pretzels, etc)
Movie passes
Art supplies basket/bag
Spa basket/bag
Maybe have a theme for the year and each month give the teacher something related to that theme.
