How about a theme of "raise your hand" or "lend a hand" Have the students trace, cut out and decorate their own hand shape. It meets the qualifications....cheap, easy, and less work for the PTO. You can make big hands for the walls too..or two people holding hands...PTO and Parents- together we can do anything! Good luck
Cheep materials are:
1 colored butcher paper - doesn't every school have miles of this?
2 flat cardboard from appliance stores
3 paint, markers, ect.
4 balloons
5 donations from party stores like leftover Christmas lights or noisemakers

7 photographs
With these you can make:
1 school pennants
2 artwork murals
3 posters of cityscapes (with lights in the windows), mascots, giant words, flowers
4 autograph/message sheets - Ie thank you's from students for attending
5 "bid high, bid often" signs
6 walkways
7 pictures of the kids or items you raising money for.
