I think that you should make sure to let your parents know what has happened and what you are implementing to make sure that it will not happen again. Inform everyone that all funds have been replaced and in full- and hand out your written items in your new by-laws to be voted in- so that way they can see you are actively trying to make sure this does not happen again and that they are being part of that action... plus you are being very open to them. I think most will see this as a good thing that you are not hiding the fact that funds were taken, even though it was all returned. Not matter what you do, there will be some that do not like how you handled- (and still handling) the situation. Good luck!
Not sure why you think that. Of course, anybody can sue for practically anything at any time. But that doesn't mean there's actual liability. If the money has been repaid, any member of the PTO would be pretty hard pressed to demonstrate that the organization has been significantly harmed financially by the actions of the officers. Personally, I would have turned the case over to the authorities for the reasons described in previous posts. But the idea of a lawsuit against the board seems pretty far-fetched.
This should have be turned over the the authorities and all of your members should be made aware of the situation. Unfortunately, since you entered into a civil agreement with her to pay back the money. They will not be able to prosecute here. Unfortunately, your current board has little more to worry about as since you didn't turn it over to the authorities the rest of your organization can sue the current board membes. So in the long run, you would have been better off turning this over to the authorities immediately.
I feel that the police should be notified and charges should be pressed! You caught her this time but whats going to happen the next time! Its a sad world when people steal from Children! We just figured out that we were to be doing audits every other month, but thankfully we were $400 over our thought balance! All of the old officers left and we started out last year all green and with no experience or instructions so I understand how it could happen but if you dont put it on her record she will do it again to some one else!

I believe that the parents involved have a right to know. While you do have good news that the money has been replaced, they have worked hard to earn and donate to the funds available and it's only right. If it is found out later they may be a little upset in finding out other than through you.
I believe she should be removed from position, not be allowed to hold office at the school again and although she may attend meetings and remain active, he would not be in any type of office position and definitely away from the money.
This is a tough one. I can understand why you don't want the bad publicity that could go along with pressing charges, but when members of your group find out they could be very upset that more action was not taken. At the very least you need to look into how this could happen and make policy changes to make sure it can never happen again. Make sure two people sign every check and do not allow people to sign blank checks. There are tons of articles and files on this site to make sure your group has the proper financial safeguards in place to avoid this problem in the future. Also, I hope the treasurer has been removed from office and barred from holding an office in the future. People could lose trust in your group if steps are not taken to ensure their donations go to the students and not in officers pockets.
