In my copy, this is Article XI, Section 67.The rules contained in [specifying the work on parliamentary practice] shall govern the society in all cases to which they are applicable, and in which they are not inconsistent with the by-laws or the special rules of the society.
The other, which doesn't have a parlementarian, has a section called "Parliamentary Authority"...refer to Robert’s Rules of Order for all matters not in conflict with this Constitution and By-Laws.
Perhaps your bylaws has such a reference. Or perhaps you could raise the issue (in a helpful way). Something like, "Since we sometimes lose valuable time on trying to determine the right procedural approach, let's spend a little time at a meeting and discuss that so we all understand in the future." Then you have your references ready.</font>
- Observance of the bylaws adopted by the organization is essential for the orderly conduct of business.</font>
- Officers and members should be familiar with the rules they have accepted.</font>
- The rules contained in the current edition of Robert’s Rules of Order shall govern the organization in all cases, where applicable, provided they are not inconsistent with these bylaws or any special rules of order the organization may adopt.</font>
- Clarification of the organization’s bylaws will be directed to the Secretary.</font>
