Proponents will say to just make sure you use latex biodegradable balloons that break down both in sunlight and water. Futher, they'll explain balloons will biodegrade at about the same rate as a leaf from an oak tree.
Opponents will point out that it may take 6 months for an oak leaf to degrade, so that's still a long time for litter and wildlife damage IF indeed the balloon is biodegradeable.
Just one note on any kind of balloon release. Please reconsider doing such activities due to their harmful nature. When these balloons come down, they are frequently eaten by animals which cannot digest the latex material. The balloon then blocks the digestive track of the animal which will then die. Not to mention that they are not biodegradable. We need to start teaching our kiddoes the value of our environment, and trashing the earth is not a good thing. I wish I could pass along a different suggestion but I honestly don't have an alternative.
