There can be a scarecrow contest. Each class does one and you bring in 3 or 4 people not involved with the school to be the judges. Then they can be used to decorate the school areas. Cafeteria, front area of the school. Hallways, etc., This is lots of fun to see the kids excitement in making scarecrows. They can each be given a name.

We treat Halloween as our Fall fundraising carnival. We make corn dogs, have a haunted house, bounce house/slide, booths with games supported by every classroom and parents, cake walk. We usually raise around 8,000 but it gives the kids a chance to wear their costumes, celebrate Fall and have fun being apart of the school. Everyone gets involved. :cool:
Here's an idea! Our school decorates scarecrows. We cut the basic shape of a scarecrow out of oak tag (kind of looks like a gingerbread man). We give them to the kids to decorate at home, any way they want. Then, they bring them back to school to be displayed. We have given out awards in the past but because some kids receive help decorating and some do not, judging can be difficult.
Maybe you could do a card or scrapbook page contest.... each child gets a card or a post card (I have personally used really big plain index cards for post cards).
Could you get just afun picture and have the kids color that?
This is a little over the top but if you have agood spirited Principal, print out a black and white drawing of him/her and have the kids "decorate" those...like I said...
HOW ABOUT THIS...as a class they draw a mural on long sheets of "butcher paper" and they are hung outside the classroom....
