I ONLY have themed fund raisers - it almost doubled our profits! For our first Hoe Down we made goodie bags of brownies and cookies in brown lunch bags. We then folded down the top, punched two holes in it and threaded a "lasso" through the holes (this is rope from the craft store). We sold for $2 each and they were gone in about 10 minutes
I organized a Western themed picnic last year for our parish that went over very well.
Carnival Games -
Horseshoe Toss (schoolcarnivals.com)
Needle in a Haystack (plastic needles hidden in a hay in a metal tub, garden gloves on hand to keep hay from poking delicate hands while playing)
Snake in my Boots - catapault plastic snakes into cowboy boot (rented catapault from local carnival place)
Archery Range (toystogrowon.com - plactic suction cup arrows)
Cowboy Hat Card Toss - toss cards into cowboy hats
Bandana Bean Bag Toss - built toss board out of plywood and made bean bags out of bandana material and lentil beans
Shooting Range - cork guns and tin cans (orientaltrading.com)
Cactus Ring Toss (orientaltrading.com)
Milk Can toss (local carnival game supplier)
Panning for Gold - Metal trough with water and sand, plastic sifters, and gold coins
Saloon Bottle Ring Toss - Root Beer Bottles and plastic rings purchased through US Toy

Well,
I would defintely try the milk bottle game. (3 bottles stacked on top to make a pyramid and the kids through a ball to knock them over) Maybe something with a laso. (laso a fake cow?) Decorations could be hats, tumbleweeds, boots, the entrance could hav ethe "saloon" doors, music country and western. Poles for tying "horses". Troughs of water (could double as ice coolers) I saw somewhere someone had a cow kissing contest. Something like kids bring a quarter for a vote. Adn the teacher or staff with the most votes has to kiss the cow.
