As a former chief of police I have a few suggestions in this department. Their are alot of companies out there that offer child ID kits. Be very careful. You will get ripped off. I have.
Solution. Anyone with a high quality printer of access to a print shop can make their own child identification kits. We used a booklet format. In the center of the booklet we used the heavy matte paper. 1 page front and back with all the information. Fingerprints, place for photo, physical description, and mini- zip-lock baggie hot-glued to it for DNA samples..ie. a snippet of hair or fingernail clipping.
Usually our booklets were 4 more sheets of regular pager folded in half to create 16 more pages of booklet. A total of 5 sheets of paper and we have a 20 page booklet. On the front we would place a nice logo of our department and the organization we were working with. On the inside pages we would sell advertising for very cheaply. This was just enough to pay to have the booklets printed. We would also provide additional child safety information.
The biggest thing to remember on the fingerprints is they need to be done right. Find a officer to volunteer to help. Most schools or other organizations have access to at least one that will be glad to volunteer a day or two to help out. We also used pre-inked disposable fingerprinting strips. A lot less mess. We got these from Sirchie Finger Print Labs. They are a leading supplier to law enforcement. We paid less than $100 for 2400 pre-inked strips. They peel apart and you use one side of the strip per hand. They have a website at
