I can see their point. You are importing a commodity for re-sale purposes. It sounds like customs duty taxes would apply.
Is there not a local source from which you can obtain books for the bookfair? Scholastic is an international company - do they not have a German re-seller so you don't have to import?

I am part of a PTO in Germany. We were told by German Authorities that we cannot use our military APO address to ship our scholastic books through. Our only option is to use the German Postal center and incur the customs charges. Does anybody have any other ideas on how to ship it?:confused:
