It depends if the org is separate from the school- some donators want it on the PTA/PTO letterhead some want schools (some dont donate to PTA because of lobbying rules)
If I was a business donating and it was to the PTA/PTO I'd want it on PTA/PTO letterhead- if the donation was to the school - school letterhead. (I'd be curious as to why PRIVATE non profits with their own Tax ID use a PUBLIC schools letterhead- they are 2 separate and distinct entities)
Its a matter of semantics but I'd bet if someone compalined it could be construed as close to unethical for a PTA/PTO to solicit using the schools letterhead (the donation goes to the PTA/PTO THEN the school or the funds do if auction, raffle, etc).
It also depenmds on how the event is set-up How are the items, money, kept track of? WHo's collecting them, it? Where is the money depostied? WHos running the event? Is a school event sponsored by the PTA/PTO? or a PTA/PTO event?

When our PTO is getting donations for our silent auction and raffle, we use the schools letterhead, we do not make copies, we do number the letters. We keep a spreadsheet of who receives the letter and what we receive from them, and the donated value.
We also forward a copy to our principal, because some business will call to verify the event.
The spreadsheet is nice to have because it will help keep a total on donations receive for tax time as well.
