Everyone's experiences are different, but I'd have to present a different view. I've never heard of the IRS taking 18 months to process an application?? Are you talking about the entire cycle of developing bylaws, doing what you need to at the state level, and processing your applications? If so, that definitely depends on each group, whether you want to tackle it all at once or in stages, how often you meet (for approving changes), etc.
Ours was done a few years ago, but we started from scratch. The entire process, both internal and external, took a few months, but well less than a year (including 3 months of summer where nothing happened). Once submitted to the IRS, it took about 6 weeks to get our letter.
Also, on getting your non-profit incorporation. This is an optional step. It is desirable and in most states isn't too big a process, but we have heard from a couple Forum members, it's too cumbersome/expensive in their state to pursue. It's not required by the IRS, but if you do want to incorporate, you need to do so before filing for 501(c). Incorporating creates a new legal entity. Your 501 status won't transfer.
Agree with JHB some of your other items HAVE to be done prior to trying for the IRS 501(c)(3) status. The IRS requires the state incorporation info. Also expect this process to take up to 18 months or longer to get through the IRS no matter what they tell you. Our school was very lucky and got our status in 8 months and everyone I have talked to since has been surprised we got it that quickly. Had to send things in more than once too.
Island Mom - what you are wanting to do is great but will require some research and persistence. It can be a long, involved discussion so do some searches on the Forum based on keyword "501". Then ask us questions. This group is very helpful. But in a nutshell, you are looking at these simultaneous (but interdependent) activities.
** Organize your group to include strong bylaws, financial controls, and other good procedures and best practices
** Explore and begin working on those items processed at the state level.
-- Incorporation as a non-proift
-- Sales tax exemption
-- Any local/state requirements such as registering as a non-profit fundraiser or getting a permit such as running a Bingo game
** Apply for your 501(c)(3) status as a charitable organization with the IRS/Federal government
-- This is the "biggie", undoubtedly what you are after. But it requires that some pieces, like your bylaws, be done in a way the IRS will accept. And if you want incorporate (state level), you do that BEFORE this application.
