You can also look through past expenditures for what things cost what and categorize them....we usually use event costs (i.e. carnival, teachers appreciation) as opposed to food....drinks etc). So outline your major events...look at what you spent on them last year and be prepared to spend about the same this year unless there is some sort of change to the event.
We just list the things that we know need to come from the PTO budget and figure an amount. Mostly go by what was done the year before.
We have these catagories: FCAT reward day, guidance monies for character counts, red ribbon week, field day shirts, science fair boards, staff appreciation, lunch money emergency fund, accelerated reader rewards and a few others. I hope this helps you get started. This gives us about $10,000 that we know needs to be set aside. It makes it easier when others come to us for money, we know what we have to have for the year year items.
