We have a TV Wise week in both the Fall and the Spring. We try to schedule several events during the week:
Book Mania: Not just a book swap (for kids and parents)! We have special guests come to read stories to the kids (the Principal, the Mayor, local celebrities), children's authors come to speak to the group or literacy-related performances are organized, there are also arts & crafts and door a door prize for each grade. This started with a simple book swap (with Girl Scouts earning credit by reading to groups of younger children) and has groun into a really fun event.
Book Sales : The Librarian organizes a week-long book sale during one of the weeks.
Family Game Night: Families show up to the school bringing a favorite game or two to play/share with any other families. Very informal and very little required to organize - basically just a flyer.

I have somehow found myself on a district committee for an Un-Plugged Week. The play is to get families away from TV's, video games, computers, etc. My role is to come up with things for the elementary families, not only for the week but to keep them rolling after. Does any one have fun, homemade or inexpensive ideas? Games with toddlers? Rainy day fun? I want something that is not run of the mill (board games, blowing bubbles, flying a kite, etc..)
