My son's elementary school does not have the IB program, but 2 or 3 elementary schools in the district do. Couldn't you locate some IB PYP schools in your area and call and speak to the administration about the issues and concerns you have?
I don't know that much about the IB PYP, but do know that it is a very popular curriculum with some parents, and not so popular with others. I always think it's nice to have all the options of Core Knowledge, IB, and a rigorous standards based curriculum in the district with the option of school of choice now. There's usually something for everyone when a district provides more curriculum options.
We actually have spoken to many schools with active PYP programs. Most (if not all) of our feedback has been positive. We're just trying to find out if there is a side of the story we haven't yet heard.

Our school is considering pursueing the International Baccalaureate Primary Years Programme. A parent group at the school is looking for parents, teachers and administrators who are either currently involved in PYP, in the process of becoming certified or have looked into PYP and decided not to pursue the program.
