Girl Scouts has a rule for leaders that if the parent doesn't pick the child up within 15-20 minutes after the meeting, the leader is supposed to bring the child to the police station and let them contact the parent.
I would never do this, but we were told to put it in a letter to parents so that they wouldn't be late. So far(6 years and counting) I've never had a parent late!
Why not give that a shot, it might put a little scare in the parents.
Charge them for babysitting services rendered. Since you have become their babysitters, charge them like babysitters, only steeper. I know it sounds harsh, but it really isn't.
In AZ, if you are more than X amount of time late, childcare providers call child protective services, AND still collect the late fees...

I need your help or suggestions our voluteer parents are in the building all day and up until dismissal of the kids. The problem is that their kids get out and they pick them up on time and parents that are not involoved in the school are not there to pick up their kids on time so the voluteers stay a extra 15 minutes. But now we see that parents are abusing this and coming later than 15 minutes and are rude to the volunteers acting like this is what they are suppose to do!
