Thank you for the tax info. I looked over the IRS web and think this might work. We are hiring tax accountant for the school year and wanted to get a jump on the info.
According to my tax preparer any contribution made to a nonprofit school organization is tax deductible. I usually turn in anywhere from $200-$400.00 per year and that is not just from our our PTO.
Membership fees or dues. You may be able to deduct membership fees or dues you pay to a qualified organization. However, you can deduct only the amount that is more than the value of the benefits you receive. You cannot deduct dues, fees, or assessments paid to country clubs and other social organizations. They are not qualified organizations.

OUr PTO member dues are $4, but we don't really offer anything -- no card, newsletter subscription, etc. We ask for (and often receive) additional donations above our dues during our annual membership drive. We are a 501(c)(3), and don't lobby....
Question: are the DUES as well as the donation 100% tax-deductible?
