Explain the situation to the parent. Tell them it is based on who volunteered and tell them that they are welcome to set up a boys clinic since there is clearly a need. (Maybe your other volunteer can give pointers)
Does your town offer recreational sports? I have never heard of a PTO organization offering sports programs as yours? Our town recreation department  organizes all the after school sports program
For years our pto has offered 6-8 week after school extracurricular activities to the elem. school students for a fee. This is a great program as well as a fundraiser for our pto. Recently a parent challenged the validity of us offering a "Girls Basketball Clinic" as there is nobody currently doing one for boys (this has been done for boys in the past by the same parent volunteer; currently she has a daughter in the school so she's doing it for girls now)
The parent is objecting saying we must withdraw the offering unless we offer a boys program at the same time. We need to offer as many programs as possible, but the pto is scared of threatened legal action...help!!!
