We live in Connecticut and the state troopers do it for free here. I has also looking and found a company who sells the kits for about $.85/kit for 500 kits. Prices vary depending on how many you buy. That was through www.yoursafechild.com
Each kit comes with an ink strip for finger printing, a card with an adhesive tab for sticking a picture onto it and writing all the info on and a self-laminating pouch to put it all in. There are other companies out there too. Good luck!
Our school also did the Ident-a-kid program. Not only did they do the cards for the students but they made badges for the staff and volunteers, they also made us visitor badges. As a mom as was pleased with them. We loved it so much we bought our own technology to make them.(It was costly.) Now we can make identifaction badges and do fun things at festivals with it.

Check on the ident-a-kid site and they will provide you with a contact in your area. I did notice that the prices differ by your contact so make sure you check with him/her about that.
Our school has done this a few years in a row but the PTO has not been in charge of it. I think our local sherriff would come in to talk about safety issues and fingerprint the children. I do know that it didn't cost us anything.

to our school, take the pictures and fingerprints of our school children. They measure how tall and the weight of your child too.
