What about if PTO suggest in a newsletter to parents an idea for gift giving, such as purchasing a new book or test kit for accelerated reader program? Or have teacher's make up a wishlist and have parents contact PTO?
I would say that is boardering on endorsement. Which is a no no for 501c3 organizations. If you make this flyer from just the parents, and make no mention of your organization you should be ok.
