At our MOPS graduation at church we gave out a pack of tissues with a party horn attached and a note that read Psalms 30:50 Weeping may last for the night, but a shout of joy comes in the morning.
We used some of the ideas below to create one appropriate for public school:
Kindergarten will soon be here. Some will cry and others will cheer.
While some are teary and boo-hoo, soon we'll cartwheel and say woo-hoo!
Whatever your mood, happy or blue, the (school name) PTA is here for you!
The First Day
We gave you a little wink and smile
As you entered our school today.
For we know how hard it is to leave
And know your child must stay.
You've been with him for five years now
And have been a loving guide,
But now, alas, the time has come
To leave him at the teacher’s side.
Just know that as you drive away
And tears down your cheeks may flow
We’ll love him as we would our own
And help him learn and grow.
For as a parent, we too know
How quickly the years do pass
And that one day soon it will be our turn
To take our child to class.
So please put your mind at ease
And cry those tears no more
For we will love him and take him in
When you leave him at our door.
Dearest Kindergarten Parents,
Here is a little "gift" for you as you leave your precious one with (School name) on the first day of school. As you hold this cotton ball in your hand, the softness will help you to remember the gentle spirit of your child. After you've gone home and dried your tears, make yourself a hot cup of tea . Put up your feet and relax. Remember that together we will work for your child to be the best they can be.Thank you for entrusting your child to (school name)for the coming school year. Our school will do their very best every day to be your child's guide in learning and exploring this bright, new world they've just stepped into.

I don't know if this will be helpful for what you are wanting, but we are planning our first Boo Hoo/Ya Hoo breakfast for the first day of school, and I created this little poem for the invitation:
SOME OF US ARE CRYING, TEARY-EYED AND BLUE
SOME OF US ARE CHEERING, "I'M GLAD THE SUMMER'S THROUGH!"
WHATEVER MOOD YOU'RE FEELING, STOP BY AND STAY AWHILE
WE'LL BE HERE TO GREET YOU WITH COFFEE AND A SMILE!
