The PTO Manager site is password protected and there are multiple levels of permissions which can limit the data that people logging into the system can access/edit.
The site is not encrypted. The data being stored on Finance Manager for example is not like the data on your bank website. You can't transfer money using finance manager or pay bills it simply tracks your groups finances, helps you budget, and other important parent group functions. The only data finance manager stores that might be considered sensitive is your bank account number and most groups simply put in the last 4 digits of the account in that field.
I think that parent groups benefit tremendously by making their finances as accessible as possible. The money is the group's money and making it easy for them to see how it is spent is a positive. It is unlikely anyone from outside the school will be able to access this data, and if they could, there is no confidential data for them to view.

Is the website for the PTO Manager secure? I noticed as I began entering the infomation for our school (we are on a free trial) that it doesn't appear to have security encryption.
