Our parents are to send any money in envelopes marked "PTO" and they are in a mail box for us. If, for example, the item they were purchasing is a school t-shirt, they would label it "PTO - spirt item". Every morning each class room deliveries anything they have to the office.

Are you saying that the secretary in the office has to look at and record the money? If so...that is just plain odd. As a PTO you are your own organization and the school has no place counting and recording what money has been sent in for a PTO item or event.
Whenever we have something going on that parents are sending in paperwork or money for.....We put a box in the office (labled with the name of whaterver it is...(spiritwear, fall catalog, etc.)
The teachers just drop their classes envelopes into the box and then daily we pick up the papers or envelopes from the box.

We have parent volunteers and pre-sale tables set up before school during the week of the carnival or Hoop Shoot. I think this helps save the teachers some time from the myriad of things they do and also doesn't put so much pressure on kids in the class who don't have anything to bring up for collection (btw, we give a strip of tix to all kids identified by our Resource Room as being in a needy family)
Offer an incentive to buy tix in the morning (5 for $1 pre-sale, 4 for a dollar at the event)
T-shirt sales are handled by collection of envelopes in the rooms then brought down to the office -- nothing is opened or recorded by the teachers. There is a box in the office by the secretary's desk for the envelopes -- the committee chair opens and processes the money.
Will it cause more problems to not have the teachers collect?
Our new rule at school is that any money that the teacher collects has to go through the office and recorded in there books. The PTO just wants to eliminate that step. Not really sure why but does anyone else have experience in this. How do you collect money from kids if the teachers do not help? Does it work to have a table set up to buy and sell things. Like spirit stuff and our presold Harvest Festival tickets. This is new to us. The teachers have always done this in the past. Any info would be appreciated.
