Another place for seed packets, try any aggricultural schools or seed co. in your area. We have a seed co. and they donated experimental seeds to us. We were able to give new seeds out to our volunteers.
Also, I just bought seed packets at Dollar General at .10 each, flowers and herbs. You could put a file folder label on it, printed with, "Teachers are the seeds to success."

Just out of curiosity, where did you find the sed packets? We have a staff of about 100 and I know we could buy packets at Wal-Mart for like $0.97/pack but are there cheaper places? I was thinking of doing this on my own. Can't afford to buy $100 worth! Thanks!
Chic*mom, Is there a teachers lounge or an empty wall that teachers and staff will see? This is what we did last year at our school. First, we gave each classroom a list of nice words that they could choose from that would best describe their teacher. Than we took the word that was picked the most and wrote it in a flower that we made. We used the large die-cuts and cut out flower shapes, then we wrote each teachers names on them and the word the children picked. We then created a flower garden on the wall in the teachers lounge. We used green pipe cleaners for the stems, no leaves, and green construction paper for grass. It turned out really well. The teachers loved walking in and seeing the garden all week.
