This Staf Star idea is terrific, and I think you'll find more staff people going out of their normal routine to be a part of the program. Everyone likes to do little things for people, but rarely are recognized - thus the Staff Star people will instantly be recognized.
I also suggest you have little write ups in the school/PTO/PTA newsletter spotlighting these Staff Stars. Maybe a little about them outside of school life, like how long they have been married, how many children they have and their ages, what their hobbies are (reading, needlepoint, ceramics etc). and what their favorite restaurant is are just a few quite spotlight thoughts to share with the families of their school.

The PtA at the other K-5th grade school in our district dose a cute teacher of the week program, we liked their idea but are changing it to staff member of the week "Staff Star" each week a different staff member is picked (they are nominated by parents) we will do special little things for them all week to honor them and their work, then on Friday the Staff Star will recieve a special lunch prepared by the parents. At our sister school the classroom mom calls other parents and asks one to bring a salad, one a sandwich, one a dessert etc... We are still working out the details but I think it is a cute, nice way to show the staff how much we appreciate them all year long!!
