MJ - I agree with dlf. Without the two key leader spots filled, you don't have a board. If you and the secretary take on the duties of these roles then you are, in effect, the acting president and vice-president. If you don't wish to take on these responsibilities, then who will? I've heard of principals taking on this role temporarily, but I wouldn't recommend it. Once the PTO turns over leadership control, it isn't long before you lose financial control as well. And you can't blame the school for that.
I suspect there is more going on than just having an imcomplete board.
Maybe I'd have a better chance of offering helpful advice if you could help me with this info:
What kind of volunteer involvement do you get from the parents?
Following dlf's train of thought, do plenty of dad's get involved? Dad's are often overlooked in the recruitment process but are a tremendous asset to a leader group's board.
Is there a good relationship between the PTO and the school staff?
How does your Nominations Committee function? Do they work every avenue to search for candidates or just throw out an announcementand wait for people to respond?

Boy-I'm not sure there's a good answer to this. I think if no one volunteers then you cannot proceed as a board. I hope though, that you have REALLY beat the bushes looking for support. I would suggest too that perhaps you contact some of the incoming Kindergarten parents to see if you might drum up support there. Without the leadership to continue, then there is no leadership unless someone has come up with a terrific way to do this that I don't know about. Man--I would have thought treasurer would be harder to fill than President.
Hey--also, don't forget about the dads out there....Phone calls may be you next step or a letter from the Principal showing the need for your organization!
I am the outgoing Treasurer of the 2005/2006 PTO Board. When the school year ended we had only two definite board positions filled. My position, Treasurer, and the Secretary. We have one individual who has said that she would co chair the vice president position yet she has no one to co chair it with. No one has stepped forward to be President. Our By-Laws say nothing regarding what should happen if we don't have a complete board. The outgoing President has no desire to remain on the Board but, has remained a signer on the account until the position is filled. If no one volunteers to be President how should the PTO proceed in the coming year?
