non officer signing checks

If the remaining officers have voted to install her as the (temporary) treasurer, then I suppose she could be an authorized signer. But EVERY check should be signed by 2 people, so I suggest you add a third authorized signer (VP) to the bank account.

Frankly, if it's pretty clear she is just holding the reins for the summer, I wouldn't authorize her. In my experience, we have very little to zero check-writing activity in the summer anyway. You might need some checks signed at the start of the year, but with 2 other authorized signers, you shouldn't need to include her before you elect a new permanent treasurer. If that ends up being her, add her to the signing list at that time. Depending on your bank and the latest rules, it can be a pain to add/delete people to the signature card. It might be more trouble than it's worth for only the summer.

I don't feel that it makes any difference unless your insurance requires that officers be the only signatories on the bank account. Each board member is fiduciarily responsible for the finances of the organization anyway.

FWIW, i agree with Crew Chief. Get a STAFF to co sign, if 2 sigs necessary. under no circumstances should a non-officer have signature authority if only one signauture is required.

if your bylaws dont address this matter, then common sense does.

The only "law" I can inmagine would be your group's by-laws. Your by-laws should state the procedure for replacing an officer mid-term and the process to follow in the interim.

If your by-laws are silent on these issues, I would recommend a meeting of voting members or, at the very least, of the executive board to officially decide how you will handle things. If your ex-president is not currently an officer or voting member she would not be included in the decision making process. You can thank her for her generous offer to help see things through the summer then state that you'll be sure to inform her of the outcome of the meeting.

My personal opinion is that checks should require two signatures and that only current officers and maybe the principal or school secretary be authorized signers.

Are there any laws stating that a non officer can be on the checking account signature card?

Our ex-president is taking the place of treasurer, just for the summer since the elected person for treasurer is moving. So her and the current President are authorized signers

I thought she should be handing this over so the VP, me, would do the treasurer duties until another treasurer is voted in the fall.
