Proxy voting and absentee voting must be specifically allowed in your bylaws. One stipulation: your organization must have adopted RONR (or some other authority) its parliamentary authority.
If not, you are guided by whatever your membership wants you to do.

Technically Roberts Rules says that your by-laws need to state that you an provide such ballots before can. BUT if you go to the Q&A page of robertsrules.com there you will find people WAY more qualified than me to answer this.
