I think what you need to determine is if these businesses donated or financially gave some support to your group. If so then it would be customary for a group to note businesses who donated to them. However, something of that sort would typically note on it that these were businesses who had supported your group. If they are just adverising their own businesses just for the sake of advertising them that is a whole other ball of wax and that should not be allowed.
My current school simply doesn't allow any of this sort of thing. Additionally, our group's bylaws are specific about being non-commercial, non-partisan and non-sectarian so we could never endorse it either.
My son's last school didn't care and it got completely out of control. As a parent, I hated it. A very aggressive tupperware lady had a child in my son's class and we were bombarded by stuff. If I ever had to vote on such a thing, I'd say no.
My opinion is that it's counter to PTO work. The goal of the PTO is to enhance the learning environment, not to enhance their own personal checkbooks!
Some people come into our lives and quickly go. Some stay for awhile and leave footprints on our hearts. And we are never, ever the same."

After each event, we send out a Thank You flier that lists all the businesses that support us. This can include PTO members and spouses, teachers, as well as, local businesses.
I'm not sure why your PTO would "advertise", but if you are concerned, you should call your board and ask what their policy is. We have to get approval from the board and the building admin for everything we send home. Is it possible this is an authorized flier?
The irony of commitment is that it’s deeply liberating-in work, in play, in love. The act frees you from the tyranny of your internal critic, from the fear that likes to dress itself up and parade around as rational hesitation. To commit is to remove your head as the barrier to your life. --Anne Morris
An advertisement for a few commercial business came home in my childrens folders from school. It was disrtibuted by the PTO. It was mostly PTO members home business ie Avon, realtor, pamper chef plus some others. I do not have a home business so I have nothing to really grip about, but I thought PTO's forbid this kind of advetising. I know the school board does. What should I do.
