changing bylaw item??

Well, as stated above, all amendments need to be voted on and you have a right to state your opinion. I know our group functions a little different since it is small and there are only 2 parents but when we approve a budget for something, say snacks, the person responsible for making sure those snacks are there is responsible for purchasing them as well and sticking to their budget. Another example is school performances, our principal is given $500 for this, she just has to tell me when she wants the check and for how much as long as it is within this guideline. If anything, maybe your budget needs to be looked at a little more closely so most of the money in the bank has a destination. We set up our budget so the only things that have to be discussed are misc. requests and what each teacher has decided to do with their educational fund. This saves tons of time and no one feels like they are being picked on. I hope you can step into the other officers shoes and see that they are not picking on you most likely but trying to make sure that everyone, now and in the future, has procedures in place to benefit your group and your school.

It seems to me that your group needs a tight procedure for 'spending' money more efficiently more than it needs to control the spending. $9 k carried over, unless it is savings for a special project, sounds like a lot to me.

PTOs are supposed to buy things for teachers, right?

OTOH, do these votes apply to all spending or just things that are over budget? If it is for all spending, I can't see how your group can function.

As far as it being personal, as president, I get $100 per month discretionary spending. Anything else, I need to submit receipts just like anyone else. If I spend out of budget or get something we didn't really need, I won't get reimbursed. If you have the ability to spend up to $250 at will, I think your group needs better controls. It should not feel personal.

In any case, changing the bylaws should be a huge deal. We actually have fiscal policy as a standing rule, so this sort of thing could be changed by a 2/3 board vote.

Your bylaws should state the procedure for ammending your bylaws. Typically a vote would have to be held to change the bylaws and they would have to follow that protocol.

Since this was about last years president spending money on the school staff, maybe you could compromise and ammend the bylaws to reflect that gift giving to staff must be voted on?

I am a new pres and I am working on revisions for our bylaws, I need advise on this please!
We have a budget of needing 12K and we now already have in our acct. 9000.00 and that is coming foward from last year, we are having our one and only fundraiser of a walk a thon that brings in a good 18K, the problem is, our bylaw states Exenditures of more than 250.00 need board Approval and over 500.00 needs member vote.
The treasurer and secretary want to change that number on me to 100.00. (That is a Walmart run)
I feel this is a personal attack on me and do not want it changed. What can I do?
The reason they want it changed, last years pres. was generous w/spending for the school secretary and teachers. (which they all need supplies, not supplied by our city).
Do I have any rights here?
