A few obvious things:
- Quorum is undefined. It should be the minimum number of members in attendance authorized to take action for the organization. It is not a majority vote (as implied in V.H
- Amdendment process is not defined
- The document is missing a few things if the organization will apply for Non-Profit status with the IRS. For example, a statement that the PTO will not be allowed to perform political functions (endorse a candidate, for instance).
- The Roles and Responsibilities for the Exec Board need to be more clearly defined. The way this reads, all board members have all responsibilities (which is another way of saying no one has any responsibilities).
In spite of the comments, it is a good start. Creating a Charter for an organization takes a lot of time and thought and effort - it took us almost a whole school year to draft and approve ours.
