I'm fairly certain that there is no rule about who you can and can't hire when it is PTA. However, I'm not sure your question is clear. You will get an answer and an official one regarding National PTA. As for PTO, there is no National PTO organization. If you are a member of NPN, then maybe they would provide an answer but again, I don't think there is any rule on either side of the spectrum...
